The German vehicle title document is officially called registration certificate part II (Zulassungsbescheinigung Teil II). This page sums up what § 14 of the Vehicle Registration Ordinance of 2023 governs.

When is a registration certificate part II issued?
With the application for issue, the right to dispose of the vehicle must be proven to the registration authority. Before issuing it and before registration, the authority identifies the vehicle.
In justified individual cases it can ask the Federal Motor Transport Authority whether the vehicle is entered in the Central Vehicle Register, a search note exists or a registration certificate part II has already been issued.
Which proofs are needed for the first issue?
- the certificate of conformity,
- the data confirmation or
- the certificate of the individual vehicle approval.
It is equivalent to presenting the certificate of conformity if the authority has retrieved its data from the database using the vehicle identification number. For a vehicle registered abroad, filling in the form is only permitted in connection with registration.

Who must present the registration certificate part II?
Besides the keeper and the owner, anyone who holds the certificate is obliged to present it when requested by the registration authority. The authority then hands it back to the person who presented it, or to a body or person designated by that person.
The registration authority does not decide matters of private law.
When is a new registration certificate part II issued?
- if the fields for the registration entries are full,
- if the certificate is damaged,
- on application, if the keeper's details have changed and are subject to a statutory ban on disclosure.
The authority cancels the old certificate and returns it to the applicant with the number of the new one entered.
What applies if the registration certificate part II is lost?
The loss of an issued registration certificate part II must be reported to the registration authority without delay after it becomes known. On application the Federal Motor Transport Authority calls it in via the official gazette; a new one may only be issued after the period has expired.
What does this mean for dealers?
If the certificate is held by a third party, the duty to present it on the authority's request applies to that party.
