What does the insurer's confirmation contain? This page sums up § 49 and § 50 of the German Vehicle Registration Ordinance of 2023 for the trade.
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

When is an insurance confirmation needed?
- when a vehicle is registered,
- when red plates are allocated,
- when short-term plates are allocated,
- on re-registration after a deregistration.
In all 4 cases the proof is provided to the registration authority.
How does it reach the registration authority?
The insurer transmits the confirmation electronically via a joint body of the insurers. Alternatively it keeps it available for retrieval in the automated procedure. Export plates are excepted.
The Federal Motor Transport Authority defines the permitted data format and publishes it on its website.
Which details must it contain?
| Mandatory detail | Content |
|---|---|
| Insurer | name and address or key number |
| Number | number of the insurance policy or of the insurance confirmation |
| Policyholder | name and address |
Which details may it contain in addition?
The ordinance names 10 further details. They are permitted if the transfer is needed in the individual case to monitor insurance cover.
- name and address of the keeper if they are not the policyholder,
- the intended use of the vehicle,
- the start of insurance cover if it does not apply from the day of registration,
- the plate types for which the confirmation applies,
- the vehicle description and the number plate.
What does the authority inform the insurer about?
- the allocation of the number plate,
- the change of the keeper's address,
- receipt of a confirmation of a new insurance,
- receipt of a notice of deregistration,
- the change of the vehicle class,
- the expiry date of the plate reservation on deregistration,
- the use of the vehicle.
The notification is transmitted electronically in line with the standards of the Federal Motor Transport Authority.
What applies to keepers not subject to compulsory insurance?
A keeper who is not subject to compulsory insurance proves this with a certificate under Annex 16. The proof can also be provided electronically.
What does this mean for dealers?
Without a valid confirmation from the insurer a vehicle is not registered.
With Zevra the dealer states the number of the insurance confirmation in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
