How high must motor liability cover be at least? This page lists the amounts from the annex to the German Compulsory Insurance Act.
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

How high are the minimum insured sums?
| Type of damage | Minimum amount per claim |
|---|---|
| Personal injury | 7 500 000 euros |
| Property damage | 1 300 000 euros |
| Pure financial loss | 50 000 euros |
Pure financial loss is connected neither indirectly nor directly with personal injury or property damage.
By how much do the amounts rise for buses?
- for the 10th and every further seat by 50 000 euros for personal injury and 500 euros for pure financial loss,
- from the 81st seat on, for every further seat by 25 000 euros for personal injury and 250 euros for pure financial loss.
This concerns motor vehicles for carrying passengers with more than 9 seats, not counting the driver's seat. It does not apply to buses used solely for teaching and testing purposes.
What applies to trailers?
For damage not connected with the operation of the motor vehicle, and for damage to the trailer's occupants, the same minimum amounts apply.
What determines the vehicle's group?
Which group the vehicle belongs to depends on the entry in the vehicle or trailer title document.
Who sets the amounts?
The minimum levels follow from the annex to the Compulsory Insurance Act.
The Federal Ministry of Justice can change them by statutory order, for example to ensure adequate protection of injured parties.
What does this mean for dealers?
For dealers, the insurance confirmation shows that liability insurance exists.
With Zevra the dealer files registration and deregistration in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
