Without a valid general inspection (Hauptuntersuchung) there is no registration. This page sums up how § 22 of the German Vehicle Registration Ordinance of 2023 governs the proof in the internet-based procedure.
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

In which two ways is the general inspection proven?
| Route | How it works |
|---|---|
| Retrieval from the Central Vehicle Register | the expiry of the deadline for the next general inspection or safety inspection is retrieved |
| Verification of the check digit | the check digit of the report on the last general inspection or of the record of the last safety inspection is checked |
Which details does the applicant enter for the check digit?
- the check digit,
- the date of the last general inspection or safety inspection,
- month and year in which the deadline for the next inspection expires,
- the technical inspection body, the monitoring organisation or the joint body of the recognised motor vehicle garages.
The portal verifies the details according to Annex 10 of the ordinance.
What is the check digit?
The check digit is a string of characters generated by a check digit procedure. It is built from inspection data, including the vehicle identification number, month and year of first registration, the date of the last inspection and the decision on the inspection sticker.
Generation follows the standards of the Federal Motor Transport Authority.
Who may apply check digits?
Persons authorised to carry out general inspections or safety inspections can generate check digits and apply them to their reports. The condition is that their body offers this to everyone without distinction and informs the public.
How do the inspection sticker and inspection mark reach the keeper?
The registration authority allocates inspection stickers and inspection marks by post together with the registration stickers.
What does the register store after registration?
After registration the authority transmits to the Federal Motor Transport Authority the proof by check digit, the date of the last inspection, month and year of the next deadline and the key number of the inspection body.
If the prescribed transmission of the inspection does not arrive in time, the Federal Motor Transport Authority informs the registration authority.
What does this mean for dealers?
If the inspection report bears a check digit, the proof can be provided that way.
With Zevra the dealer enters the case in the dealer portal. Registration costs from €10 per case, deregistration €2 net, plus official fees.
