Electronic registration application: identification, checks and fees

In short: An electronic registration application requires secure identification of the keeper. Natural persons use a citizen account, the electronic proof of identity or a notified means of identification. Companies and the self-employed use an organisation account. The portal checks the data by machine; they can be corrected up to 3 times. Fees must be paid before the application is filed. With Zevra, registration costs from 10 € per case.

Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

Electronic registration application: identification, checks and fees

How do natural persons identify themselves?

  • with a citizen account under the Online Access Act,
  • with the electronic proof of identity of the identity card, the eID card or the electronic residence permit,
  • with another electronic means of identification notified under Regulation (EU) No 910/2014 at assurance level "substantial" or "high".

The details required for the application are taken from the identification procedure as far as they can be read electronically.

How do companies and the self-employed identify themselves?

How do companies and the self-employed identify themselves?
KeeperIdentification
Natural personcitizen account, electronic proof of identity or notified means of identification
Legal person, authority or associationorganisation account or notified means of identification
Self-employed professionalorganisation account or notified means of identification

Can the application also be filed with a qualified electronic signature?

The registration authority can allow that. The application then bears the qualified electronic signature of the person applying.

The first name and surname of that person must match the keeper's data.

How does the portal check the data?

The portal collects the data entered, verifies them by machine and compares them with the Central Vehicle Register. An automated program checks whether the requirements for the application are met.

If the result stands in the way of a decision granting the application, the dialogue shows this. The data can then be corrected up to 3 times. If nothing changes even after correction 3, the dialogue is aborted.

When must the fees be paid?

Where official acts are subject to fees, the fees are paid before the application is filed. Payment must be proven when filing.

Which security codes belong to the application?

Under § 21, where required, 3 kinds of security codes are recorded and verified: those of the stamp stickers, of the registration certificate part I and of the registration certificate part II.

A number plate whose stamp sticker security code is visible is deemed unstamped.

What does this mean for dealers?

Identification is the first hurdle of the online application.

With Zevra the keeper grants the power of attorney with a qualified electronic signature, and the dealer files the case in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
