Power of attorney for large customers: signature, seal and automatic data completion

In short: The power of attorney for large customers needs a qualified form: natural persons provide it with a qualified electronic signature, legal persons with a qualified electronic seal. The large-customer interface then completes the application automatically, determines the competent registration authority and forwards it to the portal. With Zevra, registration costs from 10 € per case.

What happens to an application for a client? This page sums up § 38 of the German Vehicle Registration Ordinance of 2023 for the trade.

Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

Power of attorney for large customers: signature, seal and automatic data completion

Which form does the power of attorney need?

Which form does the power of attorney need?
KeeperForm of the power of attorney
Natural personqualified electronic signature
Legal personqualified electronic seal
Legal person, alternativelyqualified electronic signature of the authorised representative

Both forms follow Regulation (EU) No 910/2014.

The alternative requires that a qualified trust service provider has verified the power of representation. The application then carries a corresponding note.

When must the keeper consent to the data transfer?

If the large customer files the application for a third party, it receives that party's vehicle data and keeper data only with express consent. The consent follows Annex 12.

The scope corresponds to the entries in the registration certificates part I and part II.

What does the large-customer interface do automatically?

For first registration, one-day registration, re-registration, change of keeper and change of residence, the interface carries out 5 steps.

  • It completes the application automatically to the extent of Annex 11.
  • It determines the competent registration authority.
  • It generates an application number.
  • It marks the application as filed via the interface.
  • It forwards the application with all completed data to the portal.

For a deregistration the data completion does not apply; 4 steps remain.

Who is responsible for the application?

The applicant is responsible for the application and its content. The automatic completion does not change that.

What happens with incomplete data or a portal outage?

If an application cannot be forwarded to the portal because of incomplete data, the Federal Motor Transport Authority aborts the process automatically. The large customer receives an error message, and the application data are deleted automatically.

If the portal is unavailable, the interface forwards the application to the registration authority's mailbox.

What does this mean for dealers?

The form of the power of attorney decides whether an application for a client is accepted.

With Zevra the keeper grants the power of attorney with a qualified electronic signature, and the dealer files the case in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
