When is a registration via the interface deemed granted? This page sums up § 39 and § 40 of the German Vehicle Registration Ordinance of 2023.
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

How is the decision notified?
Applications via the large-customer interface are checked automatically in the portal. Once the check is complete, the registration authority notifies its decision to the large customer.
- by an electronic notice,
- in the form of a read-only electronic document,
- in the mailbox set up for it.
Which data does the large customer receive?
| Item | Transmission |
|---|---|
| Date of registration or deregistration | with every decision granting the application |
| Amount of the fee set | with every decision granting the application |
| Complete vehicle data and keeper data | if requested |
| Document numbers of the registration certificates part I and part II | if requested |
If a third party is the keeper, transmitting the vehicle and keeper data requires that party's consent under Annex 12.
What applies if electronic notification fails?
The registration authority then sends a written notice. The registration takes effect on day 3 following the day of dispatch.
In addition the authority informs the large customer of the dispatch by another electronic route.
What applies if the portal is unavailable?
The interface forwards the application to the registration authority's mailbox. The application is then processed manually under the general rules.
If the large customer has agreed, the authority can issue an electronic notice instead of the written one. That notice takes effect on arrival in the mailbox. At the same time the authority can send the temporary registration proof.
From when may the vehicle be put into service?
For first registration, one-day registration and re-registration the authority transmits the registration notice and the temporary registration proof in read-only form to the mailbox. This serves immediate putting into service.
Under § 40, electronic notification takes the place of retrieving the decision. The date of registration is the time at which the authority issues the administrative act.
Can the large customer collect the documents?
On request the registration authority can allow the registration certificates part I and part II to be collected at the authority. The large customer or a third person named by it may collect them after the electronic registration notice has been transmitted.
What does this mean for dealers?
The time of effect decides from when a vehicle can be handed over.
With Zevra the dealer sees the status of every case in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
