COC database of the KBA: purpose, manufacturers' duties and deadlines

In short: The central database of certificates of conformity (COC) is kept by the Federal Motor Transport Authority (KBA). Manufacturers holding an EU type approval transmit the data of every certificate without delay. Registration authorities retrieve them with the vehicle identification number and use them to complete the registration certificate by machine. The data are deleted 10 years after transmission. With Zevra, registration costs from 10 € per case.

How does the authority know the technical data of a new vehicle? This page sums up § 74 of the German Vehicle Registration Ordinance of 2023 for the trade.

Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

COC database of the KBA: purpose, manufacturers' duties and deadlines

What is the database kept for?

The ordinance names 6 purposes.

  • proof in the registration procedure that the vehicle conforms to an approved type,
  • checking vehicle characteristics under European Union law,
  • monitoring and reporting vehicle-specific carbon dioxide emissions,
  • determining the vehicle's energy efficiency class,
  • statistical processing,
  • emissions tests and other market surveillance measures.

Who supplies the data?

The duty lies with the manufacturer holding an EU type approval, or its authorised representative. It transmits the data of every certificate of conformity issued without delay and states the vehicle identification number.

The duty applies when it completes a registration certificate part II for the vehicle or has one issued. For other vehicles it may transmit the data voluntarily.

Which deadlines apply?

Which deadlines apply?
CaseDeadline
Report of a vehicle falling under a ban on first registrationat the latest 30 working days before the ban takes effect
Report together with the application for an end-of-series approvalat the latest 15 days before the ban takes effect
Deletion of the data10 years after the day of transmission

The report states the vehicle identification number, the last permitted date of first registration and the reason for the ban.

Who may retrieve the data?

Registration authorities may retrieve the data automatically with the vehicle identification number. They use them to prove type approval and to check vehicle characteristics.

The manufacturer may be sent its own data in order to correct errors and complete data.

How is the database separated from the vehicle register?

The Federal Motor Transport Authority uses technical and organisational measures to rule out that the database can be linked with the Central Vehicle Register. The same applies to the registration authorities and their local vehicle registers.

What does this mean for dealers?

Once the authority has retrieved the data from the database, proof of EU type approval is deemed provided.

With Zevra the dealer files the first registration in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
