For new cars and imports the registration office asks for the type proof. All details come from the Vehicle Registration Ordinance (FZV).
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

Which proof applies to which vehicle?
| Vehicle approval | Proof at first registration |
|---|---|
| EU type approval | certificate of conformity (CoC) |
| national type approval | registration certificate part II with type key number, or data confirmation |
| individual vehicle approval | certificate of the individual approval |
The proofs must be presented with the application for first registration.
What is the certificate of conformity?
The document issued under the EU regulations on type approval. The proof is also deemed provided if the certificate's data has been retrieved by the registration authority from the database using the vehicle identification number.
What is a data confirmation?
The certificate issued by the holder of a national type approval that the vehicle, at the time of manufacture, corresponds to the approved type and to the stated details of its characteristics.
How does it work for online first registration?
Presenting the certificate of conformity is replaced by verifying the details via the Central Database of Certificates of Conformity kept by the Federal Motor Transport Authority. In addition, the security code and the number of registration certificate part II are entered.
What does the CoC have to do with registration certificate part II?
- Part II may only be filled in or issued for the first time on presentation of the certificate of conformity, the data confirmation or the certificate of the individual approval.
- The authority notes the issue with the number of part II on the certificate of conformity if it was presented.
What does this mean for the dealership?
For a digital new registration you need registration certificate part II with security code; the procedure checks the type data via the database. In the Zevra dealer portal you enter the vehicle identification number for this.
With Zevra, registration costs from €10, deregistration from €2 per case, net and plus official fees.
