At purchase, in part exchanges and with financed vehicles the problem comes up regularly: the car is on the lot, part II is missing. What applies then – and what it means for the sale.

What does the Vehicle Registration Ordinance require?
- The loss of an issued registration certificate part II must be reported to the competent registration authority without delay once known.
- The registration authority informs the Kraftfahrt-Bundesamt.
- On request the Kraftfahrt-Bundesamt gives public notice of the lost part II in the Verkehrsblatt – with a deadline for presenting it to the registration authority.
- A new part II may only be issued after this deadline has expired.
- If the old document turns up again, it must be handed in to the registration authority without delay.
For the application for a new part II, § 14 (1) requires proof of the right of disposal over the vehicle.
What does the loss mean for the digital case?

The sale to a customer therefore depends on the new part II. Plan the notice deadline into the standing time.
Where is part II when it is “missing”?
- With the financing bank or leasing company – the power of attorney under Annex 12 of the Vehicle Registration Ordinance explicitly provides for sending it to a third party.
- With the previous owner, who only handed over part I.
- In the post: after a digital registration the authority sends the papers – the delivery address is in the power of attorney.
- Actually lost: then report the loss and apply for public notice.
Damaged is not lost – what applies then?
If part II is damaged or its entry fields are full, a new one is issued under § 14 (6). A damaged security code also makes the document invalid according to the Federal Ministry of Transport; the registration authority is competent.
How does the trade avoid the problem?
- No purchase without part II – or with written confirmation from the bank where it is.
- Check the issue date: only a part II issued after 1 January 2018 carries the code for the digital case.
- Keep part I and part II in the vehicle file, separate from the vehicle.
- At deregistration file the cancelled part I too – it is needed for re-registration.
