In leasing, owner and user are different. For registration this means: two addresses, two signatures – and one power of attorney that governs both.
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

Who appears in the documents?
| Document | What it shows | Where it goes |
|---|---|---|
| Registration certificate part I | the keeper and the vehicle data | to the keeper – it is carried in the vehicle |
| Registration certificate part II | the person entitled to dispose of the vehicle | to the third party named in the power of attorney, such as the lessor or bank |
| Stamp stickers | the registration on the plate | by post from the registration authority |
Who becomes the keeper is set by the lease contract. The registration authority additionally stores the name and address of the person entitled to dispose of part II.
Which power of attorney is needed?
If the dealership files the application, it needs the keeper's power of attorney. The form under Annex 12 of the Vehicle Registration Ordinance provides for handing part II to a third party.
If the keeper is a legal entity, the power of attorney carries a qualified electronic seal – or the qualified electronic signature of an authorised representative. For natural persons the qualified electronic signature is sufficient.
What does the dealership need for digital registration?
- Registration certificate part II with security code, issued after 01.01.2018
- eVB number of the keeper's insurance
- IBAN and SEPA mandate of the keeper for vehicle tax
- Keeper's power of attorney stating who receives part II
- For companies as keeper: current register extract to check the power of representation
What happens at the end of the term?
When the vehicle comes back, it is deregistered or transferred to a new keeper. For digital deregistration the documents must have been issued after 01.01.2015; the security codes of part I and of the stamp stickers are needed.
The invalidated part I belongs in the vehicle file: its code is needed for a later re-registration.
What does it cost with Zevra?
With Zevra, registration costs €10 per case and deregistration €2, each net plus official fees. There is no base fee.
