Low-emission sticker (Umweltplakette): what dealers should know

In short: The low-emission sticker (Umweltplakette or Feinstaubplakette) marks vehicles of emission groups 2 to 4: red, yellow or green. It is 80 mm in diameter, carries the vehicle's plate number and sits inside the windscreen. It is issued by registration authorities and recognised emissions-test bodies. With Zevra, registration costs from €10 per case; the sticker is not part of it.

Anyone handing over a vehicle is asked about the sticker. All details come from the 35th Ordinance implementing the Federal Immission Control Act (35. BImSchV).

The ordinance applies to motor vehicles of classes M and N, that is vehicles for carrying passengers and goods.

What does the low-emission sticker do?

A vehicle with a sticker is exempt from a traffic ban under the Federal Immission Control Act as far as the related traffic sign provides for it. Which colour may enter is therefore decided by the sign at the low-emission zone.

Who issues the sticker?

  • the registration authorities
  • other bodies responsible under state law
  • the bodies recognised for emissions tests

The issuing body writes the vehicle's plate number into the text field with a lightfast pen.

How is the emission group proven?

For vehicles registered in Germany, by the emission-related key number in registration certificate part I. The Federal Ministry of Transport publishes the assignment of key numbers to emission groups in the Verkehrsblatt.

Why does a vehicle need a new sticker after a plate change?

The sticker carries the vehicle's plate number. If the vehicle gets a new plate during the transfer, the old sticker no longer matches.

It cannot be reused: it must be made so that it destroys itself when removed from the windscreen.

What does this mean for the dealership?

The sticker is not part of the digital registration case. Zevra does not issue stickers; you get one from the issuing bodies named above as soon as the plate number is fixed.
