Fleets, rental companies and dealers with electric vehicles meet the greenhouse gas reduction quota through registration. This page summarises sections 5 and 7 of the 38th Federal Immission Control Ordinance.
Zevra is the B2B platform for digital vehicle registration for car dealers, registration services and fleets: cases are entered in the dealer portal and filed nationwide by power of attorney with qualified electronic signature – from €10 per registration, no base fee, no minimum volume.

Who counts as the charging point operator?
For electricity not charged at publicly accessible charging points, the charging point operator is the person in whose name the battery electric vehicle is demonstrably registered.
Crediting applies only to battery electric vehicles and only if an official estimate has been published.
Which proof counts?
| Rule | Content |
|---|---|
| Proof | copy of registration certificate part I |
| Currency | a copy of the current certificate after one year at the latest |
| Retention | 3 years by the third party |
| Crediting | only once per vehicle and obligation year |
| Vehicles exempt from registration | certificate of conformity as proof |
Who may report the quantity?
The charging point operator may designate another person as third party in text form. Each operator may designate only one third party per obligation year.
Once the electricity quantity has been reported, the third party cannot be changed.
What applies when the keeper changes?
If a vehicle for which a report has already been made is registered to another person in the same year, the previous keeper must inform the new person about that report.
This notice must already be part of the agreement with the third party. For dealers this means: when selling a used electric car, the question of the quota belongs to the handover.
Does this also apply to trucks and buses?
For battery electric vehicles of classes M3 and N3, the electricity quantity is multiplied by a factor of 4 from 2027. The factor falls gradually to 1 by 2040.
What does this mean for registration?
Registration decides who may claim. A fast registration or re-registration ensures the current registration certificate is available.
With Zevra, registration costs from 10 € per transaction and deregistration 2 € net, plus official fees. Zevra makes no statement about the amount of the quota.
