When does a facility count as approved?
- The facility holds the certificate of an expert.
- The facility is a certified waste management company and the audit is shown in the monitoring certificate.
This applies to collection points, take-back points, dismantling facilities and shredder plants.
Which periods does the Ordinance name?
| Step | Period |
|---|---|
| validity of the certificate | 18 months at most |
| audit and inspection by the expert | at least annually |
| grace period before the certificate is withdrawn | 3 months at most |
| notice of the audit date to the authority | at least 14 days in advance |
If the expert withdraws the certificate, he informs the supervisory authority without delay.
Who may issue the certificate?
The certificate is issued by publicly appointed experts under § 36 of the Trade Regulation Code and by licensed environmental verifiers.
For collection points and take-back points that are motor vehicle workshops, the competent motor vehicle guild certifies.
What does the annex demand from the dismantling facility?
- Batteries are removed without delay after delivery.
- Fuel, coolant, brake fluid, refrigerant and oils are removed and collected separately.
- Without special securing, no more than 3 pre-treated end-of-life vehicles may be stacked on top of each other.
- On annual average at least 10 percent by weight of the components and materials are removed and reused or recycled.
The operator keeps an operations log and draws up an operations manual.
What must the facility present to the authority?
The operator presents the valid certificate with the audit report and his facility number to the supervisory authority without delay.
A joint office of the federal states publishes lists of the approved dismantling facilities.
What does this mean for dealers?
For dismantlers this means: only an approved dismantling facility issues the certificate of destruction with which an end-of-life vehicle is deregistered.
With Zevra the dealer files registration and deregistration in the dealer portal. Registration costs from 10 € per case, deregistration 2 € net, plus official fees.
